EU and Indo-Pacific: Sustainability, Security and Trade
EUIndoPac Jean Monnet Module introduces an interdisciplinary (law and policy) teaching program on EU’s engagement in the Indo-Pacific. The program evolves around three key themes relevant for the strengthening of the EU’s role in this region:
- (1) improving sustainability;
- (2) enhancing security;
- (3) promoting free and fair trade.
The Module is based at the Université Saint-Louis–Bruxelles (USL-B) and is delivered as an intensive winter/summer school. It relies on the expertise of two lead lecturers with extensive competence in EU and international law and policy and practical experience in the Indo-Pacific. It primarily targets students at the USL-B in Laws, Political Sciences, and European Studies and at the University of Canberra (UC). Secondary target audience involves civil society, policymakers, and students who cannot otherwise access EU studies.
The aims are threefold : (1) improve student knowledge on EU regulatory responses to the environmental and climate crises and related security issues in the Indo-Pacific, particularly focusing on trade and global supply chains, green investment, security and ocean governance, proper understanding of which is becoming increasingly important given the EU’s ambitious agenda for the Indo-Pacific; (2) incorporate advanced higher education pedagogy in USL-B; (3) promote trans-national cooperation, through student exchange and cooperation between universities, giving foreign students the opportunity to get acquainted with the EU.
The Module will start in academic year 2023/24 and will deliver 153 hours in total over three years (2024-2027). It will support the introduction of a new perspective on the study of the EU in the Indo-Pacific in the field of European studies in Europe. By encompassing trans-national cooperation and transdisciplinary approach (environmental science, law and economics, climate regulation, trade, and investment law), this Module will yield significant lessons for students and policymakers.
The EUIndoPac Jean Monnet Teaching Module (40 hours) offers a unique way to learn about the EU’s policy and legal developments impacting the Indo-Pacific region. This crash course aims at preparing a new generation of law and policy students to understand the complexities of the EU’s evolving global role and its impact on the Indo-Pacific region. The Module is delivered by UCLouvain, IEE St Louis (180 in QS World University) and the European Institute for Asian Studies EIAS (a major policy think-tank in Brussels).
This crash course evolves around four key regulatory areas:
- Promotion of free, fair and sustainable trade through bilateral treaties;
- EU strategic autonomy and screening of foreign investments;
- Sustainability in regulating trade in products and commodities;
- EU digital strategy.
The Module shall enable students to grasp the main political and legal issues related to the functioning of the EU and its external role in the Indo-Pacific.

Location and timing
The Module will take place as a presential and online teaching program at UCLouvain (QS 180 World University Ranking), Saint-Louis campus in center Brussels, capital of the EU, and will be delivered as an intensive interactive unit (40 hours) 3 to 8 June 2024 between 09 am to noon Brussels time (CET), plus 2 1/2 hours seminars in the afternoons).

Upon successful completion of the Module, participants will be issued a Certificate of Attendance.
